    I need to test it more.but try dumping down your settings and see what happens, there is a massive number of advanced video settings you can manually tweak it might turn out one of them is really harsh to render or is buggy.

    I don't know if it's a specific video effect that's used on NPCs that's really harsh to render or if the additional FPS I had was a good buffer so when it did slow down it was still an acceptable frame rate. I set everything to the high pre-set, same resolution, and got about 60-80fps, and didn't notice that happening any more.

    I pre-set mine to ultra which is everything max, and used 2560x1600 and got about 30-40fps but too many NPCs would tank the frame rate. Just out of interest what settings are you using?
